It was basically just enough to more-or-less cover the potatoes, if the potatoes are level. :D Probably something like a third of a cup?
I suspect the milk had actually separated somewhat while freezing so it was a tiny bit concentrated, but I've made similar soup with regular milk and it was fine.
(Actually my favorite potato soup recipe is all dry ingredients - potato flakes, powder milk, knorr's cheese sauce in a packet, dry onion, bacon bits and spices - it is *so good*, and you can pre-make it as a mix and store it forever. But it is not really very healthful.)
